Trustees present: Laurie Hartland, Lance MacLaren, Ron McKilligan

Trustees absent: Gillian Froese

Secretary Treasurer: Tara Lynne Clapp

Members present: Brian and Diane O’Neil

  2. Meeting called to order at 7:10 pm
  3. Trustee meeting Minutes, September. Move to accept by Ron, Laurie second, passed.
  4. Financial Report presented by Tara. Move to accept by Laurie, second Ron, passed.

Old Business

  1. Maintenance Report
    1. Ron reported that putting electrical to the site would cost approximately $6,000; with about $735 fee with possibly $2,500 for a new transformer to Fortis, $1,075 for a 35 ft pole delivered, and $1,800 to $2,000 to Rogan Electric including the costs of the permit.
    2. The reason to spend this $$ is that we will need to do it anyway for the plant AND we can get a cheaper flowmeter …
    3. BUT thinking ahead to the building, we need to have a geotech study in order to know we could site the building where we planned, so …
    4. We can go ahead with the geotech study.
    5. Laurie to work on estimates for geotech study, Ron and Lance to keep working on flowmeter and installation, Laurie suggests Cole Parmer catalog as a resource.
  2. Website update:
    1. Domain name com is okay
    2. Pat Gibbings has volunteered to take training, do websites.
  3. Term Deposit for Reserve Funds update
    1. Gillian to sign term deposit papers

New Business

  1. Bylaw 55, Capital funds amendment bylaw, given first reading.
  2. Bylaw 53, Assessment Bylaw discussion.
    1. Tara presented analysis of current bylaw, 3 of 10 categories in the bylaw have no properties subject to that assessment.
    2. Trustees discussed 3 options for assessment bylaw calculation that are options from Improvement District manual
    3. Trustees discussed purpose, structure, and fairness of Bylaw 53
    4. No action taken
  3. Bylaw 52, named Capital Expenditure Charge … the preamble of the bylaw states its real purpose, which is different from the regulations governing Capital Expenditure Charge bylaws. Tara to review options with Local Government Branch in New Year.
